The company has more than 9 million users in Norway and is the top online social networking service in the Nordic country, according to data from market intelligence firm Statcounter.
Users can sign up to Facebook Messenger without joining the social network and can have it delivered to their phone. But the app collects a huge amount of information about users, including text and photos, from people who are not Facebook users.
The Information and Consumer Protection agency said in a statement that the fine related to Facebook’s failure to comply with Norway’s data protection rules.
It said the fine would not affect Facebook’s use of data for Facebook itself but that the company must not pass on the fine to its Norwegian users.
Facebook was not immediately available for comment.
“Facebook has a responsibility to respect Norway’s citizens’ privacy,” Pål Sletten, chief of the agency, said in a statement.
